RUA AlHaram AlMakki Company (RUA), a Public Investment Fund (PIF) company and master developer of King Salman Gate, has entered into a collaboration agreement with MRCB International Sdn Bhd (MRCB) to explore the development of a major transport-oriented mixed-use destination within King Salman Gate in Makkah, with an indicative Gross Development Value (GDV) of approximately SAR 21 billion, subject to due diligence, approvals, financing, phasing, and definitive agreements.
The collaboration agreement was signed in Kuala Lumpur by Bambang Kajairi, CEO of Rua AlHaram AlMakki, and Dato’ Imran Salim, Group Managing Director of MRCB. It was witnessed by Mr. Yasir Othman Al-Rumayyan, Governor of PIF, Mr. Saad Abdulaziz AlKroud, Head of Local Real Estate Investment Division of PIF, Dato’ Mohamad Nasir AB Latif, Chairman of MRCB, and Tan Sri Mohd Annuar Zaini, Chairman of MRCB Land Sdn Bhd.
Reflecting growing interest from leading institutions across the world in Makkah’s long-term development, the collaboration agreement creates a pathway to attract international investment and development participation in King Salman Gate, supporting RUA AlHaram AlMakki’s ambition to enhance Makkah’s capacity to serve pilgrims and visitors from around the world.
As a PIF company and master developer of King Salman Gate, RUA AlHaram AlMakki is creating a structured platform through which international institutions can participate in the destination’s development, while RUA AlHaram AlMakki retains stewardship of its overall vision and delivery. The partnership with MRCB demonstrates RUA AlHaram AlMakki’s role in connecting the institutional strength and long-term ambition of the PIF ecosystem with international capital and development expertise.
A key focus of the collaboration agreement aims to explore MRCB’s experience in transit-oriented development and integrated transport hubs. MRCB’s portfolio includes KL Sentral, Malaysia’s largest integrated transport hub and an example of its approach to combining transport connectivity with wider urban uses.
The proposed development will explore a public bus terminal with residential, commercial, retail, and other mixed-use components within King Salman Gate. Beyond the physical infrastructure, the partnership aims to evaluate how transport and supporting services can enable more seamless journeys, improve accessibility, and overall experience for pilgrims and visitors to Makkah.
The collaboration agreement will explore a framework for the development, funding, and delivery of the proposed project, bringing together RUA AlHaram AlMakki’s vision for King Salman Gate and MRCB’s experience in complex mixed-use and transport-oriented developments. It is intended to support an integrated approach to investment, development, mobility, and visitor services.
